TX/RX input voltage requirements

I'm jumping into the deep end here (i.e. I'm very new to the Campbell world). I was given a project using a sensor that outputs at 3.3V and a CR1000. I have a "Fun Logic Level converter" in which I have a 3.3V power on one side and a 5V power on the other. It couples the 3.3V power on one side with the TX/RX from the sensor and increases the signal voltage using a 5V power input on the other. The signal voltage I read at the TX/RX terminal is bouncing between 4.07V and 4.31V. Is that voltage sufficient to provide the data I need? I also directly connected the sensor TX/RX lines to the com port's RX/TX and it gives similar gibberish (.Y..............) which is why I'm not siure if the voltage is sufficient to provide the proper data feed. I'm also hoping this makes sense. Please ask for clarification if it doesn't. It should be putting out numbers instead of ".Y.............."

I also tested the TX and RX against the ground and found them to be 0.252ish and 4.5ish respectively
